Three new Portland restaurants submitted license applications for last night's city council meeting. Portland Food Map dug up the full 289-page agenda, which includes the proposed menus for Liquid M2 (a juice cafe and cocktail bar), Chez Nous (an African restaurant) and Thai 9 (a Thai spot that already has a Scarborough location).
Liquid M2 will occupy 465 Fore St. at 2 Portland Square. According to its license application letter, it is "primarily a Juice Cafe Restaurant serving fresh smoothies, cold pressed juice and a healthy food menu served at dining tables, this will be combined with a sophisticated cocktail bar serving bottled beer, wine and cocktails, appetizers will be available to order at the bar. ... All produce will be sourced locally and organic where possible, little to no oil will be used in our food preparation, the majority of our cooked food will be roasted, baked or dehydrated."

Chez Nous is going into the former Chiang Mai spot at 52 Washington Ave. It will serve African food and have a full bar, with proposed hours of 11 a.m. to 1 a.m. daily. Here's the menu:

Thai 9 will take over the former Little Seoul spot at 90 Exchange St. The sample menu provided in the application is just a copy of the menu for the Scarborough Thai 9 (near Cabela's), which can be viewed on the website.
